On February 16, 2024, officers with Patrol Services charged 34-year-old Kelly Lannigan with dangerous operation, failure to stop after an accident, and failure to comply with a breath demand.

Around 2:00 p.m., 911 Communicators received a report of an erratic driver involved in two collisions in the area of McNabb Street and Black Road – one with a light pole and another with a vehicle. It was reported the vehicle drove away from both collisions. No physical injuries were reported.

Officers were dispatched and located the vehicle, which was visibly damaged, in a parking lot in the 600 block of MacDonald Avenue. The accused was in the driver’s seat of the vehicle. Upon speaking with the accused, officers developed grounds to believe their ability to operate a motor vehicle was impaired by alcohol.

Officers read a breath demand to the accused, who made several unsuccessful attempts to provide a sample into an approved screening device. The accused did not provide a sufficient breath sample. They were arrested.

The accused is charged with:

  • Failure to Comply with Demand
  • Dangerous Operation
  • Fail to Stop After Accident

The accused was released on an appearance notice and is scheduled to appear in court on April 8, 2024.
