On May 9, 2024, officers with Patrol Services charged 23-year-old Richard Kelly with operation while impaired.
Around 3:00 a.m., 911 Communicators received a report of a vehicle crashing into a house in the 400 block of McNabb Street. Officers were dispatched to the residence, where they located the vehicle which they observed had caused significant damage to the house. Another vehicle had also been damaged nearby. No physical injuries were sustained by the victim inside the home. The accused was located inside the vehicle.
Upon speaking with the accused, officers developed grounds to believe their ability to operate a motor vehicle was impaired by drugs. Officers read the accused a demand for a blood sample and the accused refused to have a sample taken. They were arrested.
The accused is charged with:
- Dangerous Operation
- Operation While Impaired – Drug and/or Alcohol
- Failure/Refusal to Comply with Demand
The accused was released on an appearance notice and is scheduled to appear in court on July 8, 2024.
